Dr. Stella Laloyo Apecu
Dr. Stella Laloyo Apecu is a Senior Lecturer and the Dean of the Institute of Peace and Strategic Studies at Gulu University, Uganda. As an African Feminist scholar, her research focuses on the intersection of gender, land rights, and livelihoods, with particular expertise in post-conflict transitions and refugee dynamics in Northern Uganda. Dr. Apecu is currently leading a critical work package regarding transitional justice processes and the livelihoods of displaced populations in Northern Uganda.
In addition to her research, Dr. Apecu is a dedicated educator, teaching courses in Gender and International Relations, Governance, and Transitional Justice at both the undergraduate and postgraduate levels. She has contributed to the curriculum development of specialized academic programs at Gulu University, including the Master’s in Transitional Justice and the Bachelor’s in Gender Studies. Her academic leadership also extends to the successful supervision of graduate researchers and the mentorship of PhD candidates.
During her academic visit to the University of Bayreuth in October 2025, Dr. Apecu engaged in strategic discussions to foster formal collaboration between the Institute of African Studies (IAS) and the Institute of Peace and Strategic Studies. These discussions established a framework for cooperation across various disciplines, including faculty and student exchanges, joint conferences, and the potential for joint or double degree programs.
